Program: Burlington-Graham Metropolitan Planning Organization
Carolyn Rhode introduced today’s speakers from Burlington-Graham Metropolitan Planning Organization. Wannetta Mallette the MPO Administrator and Blake Cashmore the Transportation Planner. Carolyn also provided handouts for members.
Wannetta talked about the nature and purpose of the MPO. The BGMPO includes all of Alamance County and small portions of Guilford and Orange County. Includes Whitsett and Gibsonville in Guilford County and portions of Mebane that extend into Orange County. There are 19 MPO’s in the state. They are mandated for public transportation in areas with over 50K population although housing density is now being considered too. They are 80% Federally funded. Local elected officials serve on a Transportation Advisory Committee (TAC). Evaluate all transportation issues, multimodal, including roads, infrastructure, bikeways, greenways, even ferries where applicable. Use highway and transportation safety statistics distributed with equity. No discrimination based on race, or color.
Blake reviewed the performance statistics. 5 highway performance measures: Fatalities, Fatality rate, Serious injuries, Serious injury rate, Non-motorized fatalities, and serious injuries. In 2020 BGMPO failed to meet its safety targets in all five performance measures. All measures show increasing rates beyond population growth in the area. Also identify crash locations by jurisdictions.
Have developed a Highway Safety Program which was approved by the TAC in Oct, 2020. Guiding principles are: transparency, shared accountability, data-driven, enhanced engagement, and continual evaluation. Seeking to develop a Metropolitan Transportation Plan to develop safety strategies, project selection, and implementation plans. Recently awarded the first Highway Safety Improvement Program grant of $125K to develop the Highway Safety Plan. They hope to start the plan in the fall. Looking for engagement, awareness, and input.
Conclusion
After a short period of questions and answers, President O’Donnell concluded the meeting with some humor and the 4-Way test at 1:05.
